Who is responsible for making Nepal second most corrupt country of South Asia

Last week, Transparency International published the Corruption Index for the year 2011. According to thier index Nepal is the second most corrupt country in South Asia and 154th least corrupt country among 183 countries evaluated. In this scenario, we have asked our friends a question, "Who is responsible for making Nepal second most corrupt country of South Asia
".

Their view ranged from satiric to very pragmatic one. Must of our friends agreed that we are responsible to make Nepal corrupt, our apathy, our negligience while electing political leaders, and lack of patience, and our deed to promote corruption are responsible for this.  Most of the students believe that political leaders are promoting corruption culture in Nepal.

        we are responsible, because though, we pretty much scold the leaders on their back but are ultimately ready to elect for parliament, forgetting all their sins !

        we slap them in public but also felicitate with 50 kilos of Mala....

        we bargain in retail shop for 50 rupees, but cant obstruct govt for making crores of purchasing on their favor...whereas, we have got the real power.

        we shout against corruption, but pay extra amount to govt employee if he makes our task quicker....

        here, we are unable to pick up a true leader from crowd...
        because, we, the people have also become the CORRUPTED !
