HSEB endorses Rs 896m annual budget

The 21st education assembly of the Higher Secondary Education Board (HSEB) on Monday endorsed a Rs 896.01 million budget for the fiscal year 2012-13 with room for amendment. The amount is an 11 percent increase from that last year.

Around 77.12 percent of the budget has been earmarked for recurrent expenditure while 22.88 percent will be spent on development works. Speaking during the budget session, HSEB Vice-chairman Hem Kumar Mishra said the government has not prioritised the Board though it has been bearing the sole responsibility of imparting the pre-university level education after the Tribhuvan University phased out its Proficiency Certificate Level. While the government’s share of HSEB expenditures is less than five percent, he urged the former to clarify the ambiguous and unclear provisions in the HSEB Act, law and regulations. “There are neither permanent higher secondary schools nor permanent teachers,” said Mishra. “This proves the Plus Two level has received little government attention.”

The Board, established with 1,338 students in 1990, now has 0.97 million students in 3,384 affiliated higher secondary schools across the country. The HSEB has announced to promote science education and decentralise exam procedures like answer sheets marking. It has also decided to draft directives as per the apex court’s decision to let students see their answer sheets if they are dissatisfied with the score.

HSEB Chairman and Education Minister Dina Nath Sharma said the government plans to convert it into a National Board as envisioned by the School Sector Reform Plan. He also revealed that the government plans to create two permanent posts in each community higher secondary school.
