Bagmati Province Government has recently undertaken significant measures. During a recent cabinet meeting held on Baisakh 23, the provincial government announced plans to issue an amendment ordinance for the State Higher Education Act, 2078 BS. This decision underscores the government's commitment to enhancing the quality and governance of higher education institutions within the province.

The proposed amendment ordinance, led by Ganga Narayan Shrestha, the Minister of Internal Affairs and Law and spokesperson for the provincial government, addresses crucial aspects of the existing State Higher Education Act. One key focus is the clarification of tenure determination for the trustee committee of the provincial university, as outlined in Section 13(5) of the Act. Under the proposed changes, a novel lottery system will be introduced to determine the tenure of office bearers on the trustee committee, promoting fairness and balance within the committee structure. Furthermore, refinements to the tenure determination process aim to ensure continuity and expertise within the committee, with specific emphasis on responding to evolving needs within the education sector.

At the same time, Chief Minister Shalikram Jamkattel has announced the initiation of the constitutional process for establishing a provincial university, marking a pivotal moment in the region's educational trajectory. This announcement was made during the inauguration ceremony of Bagmati University's contact office, held in the capital city, Hetauda. Supported by the Hetauda Sub-Metropolitan City, the establishment of this contact office signifies concrete progress towards realizing the vision of the provincial university.

The ceremony, attended by key figures including former Chief Minister Dormani Poudel, Social Development Minister Kumari Muktan, and Dr. Bishma Kumar Bhusal, Secretary of the Ministry of Social Development, underscored the collective commitment to advancing higher education within Bagmati Province. Discussions during the ceremony highlighted the urgent need to focus on curriculum development to meet the demands of modern education and ensure relevance and quality in academic programs.

Moreover, Chief Minister Jamkattel's recognition of Dr. Bishm Kumar Bhusal's contributions to the establishment of the university further emphasizes the collaborative efforts and significant strides made towards this endeavor. With groundwork already laid through the preparation of the university's statute, the initiation of the constitutional process signals a decisive step towards formalizing the establishment of Bagmati University.
